Install Office 2003 Mst

We are attempting to create a custom install of Office 2003 Professional using an MST with certain settings set (Outlook cached mode turned off, default profile configuration set, etc) to then be captured by the Symantec Ghost AI Builder (to create an all-in-one easy executable for deployment on all systems in our company). We have discovered that when we do the install and create the package and push it down on computers, that it only works for Administrator (the account it was installed under), and not for any of our domain users, as they lack administrative priveleges. When a user attempts to run an office program, they receive an error that says: 'In order to install Office, you must either be an administrator, or have Office approved by an administrator.
